NSD published information on cooperation with Euroclear to implement the general license to unblock clients' assets

From Euroclear received unofficial information: permission for transactions related to the release of securities will be provided by the Treasury of Belgium. Euroclear will not act as European operator (guarantor).

From the Belgian Treasury: The European operator (guarantor) may be a subsidiary of the person whose assets are blocked in Euroclear.

The term "sale" in respect of securities, the issuers of which are not Russian companies, may mean the transfer of securities to a European broker or bank.

The term "sale" with respect to funds associated with payments on securities may be understood to mean a conversion transaction (e.g. rubles into euros).  In case the currency of payments is euro or other currencies, the said term is not disclosed.
